Environmental Monitoring Plans (EMP/PMA)
Studio Mattioli offers a full service for the design, implementation and coordination of Environmental Monitoring Plans (EMP/PMA), aimed at controlling environmental impacts associated with infrastructure, industrial or urban projects, both during construction and after completion.
By using advanced technologies and integrating Geographic Information Systems (GIS/SIT), we are able to:
- Plan and carry out multidisciplinary environmental monitoring (air, soil, water, noise, vibrations, etc.);
- Implement digital environmental databases for the collection, management and consultation of monitoring data;
- Provide interactive, georeferenced tools for real-time control of environmental impacts;
- Support reporting and compliance with regulatory requirements (EIA, AIA, PNRR, etc.).

Excavated soil and rock management plans
Among our main areas of activity, Studio Mattioli specialises in the drafting of Excavated Soil and Rock Management Plans, in compliance with Art. 5 of Presidential Decree 120/2017, to ensure that non-contaminated excavation materials are correctly classified as by-products rather than waste.
The Management Plan is an essential technical and operational tool that demonstrates traceability and environmental suitability of the moved materials, and must include:
- Location of production sites and reuse sites;
- Quantification of excavation volumes and details of handling procedures;
- Environmental characterisation of the materials (sampling, preparation, chemical analyses);
- Description of industrial practices adopted for treatment or reuse;
- Compliance with standard environmental management practices required by current legislation.
